What is the Horizon Europe program?
Horizon Europe is the successor to the well-known Horizon 2020 subsidy scheme. For this seven-year subsidy program (the period from 2021 to 2027), € 97.6 billion has been made available by the European Commission (EC). The meaning of this European subsidy fund is a program for innovation subsidy and research subsidy. This is a program of the European Commission (EC) and has two goals:
- Boosting innovation, increasing the competitiveness of SMEs in Europe
- Challenging business and academia to come up with solutions to societal issues in Europe
The 3 pillars of the European program
A successful subsidy application from this European subsidy fund consists of one of the three pillars of the program.
- Excellent Science: top-level science
This pillar focuses on the quality of science, in order to bring it to or maintain it at the top level. In addition, this pillar should make Europe more attractive to researchers.
- Global Challenges & European Industrial Competitiveness
As with Horizon 2020, the focus of this pillar is on major challenges at European and global level. Think, for example, of solutions to climate change or the food problem. This pillar should contribute to a strong European industrial sector and more employment.
- Innovative Europe
The third pillar of this program focuses on innovation to strengthen the EU’s competitiveness.
The Horizon Europe Mission
The newest part of the Horizon Europe program are the missions. These are ambitious initiatives designed to provide solutions to major societal challenges in Europe. 5 mission domains have been established and experts have been appointed per mission to design the missions (mission boards):
- Adaptation to climate change including societal transformation
- Cancer
- Healthy oceans, seas, coastal and inland waters
- Climate neutral and smart cities
- Soil health and foo
How much subsidy is Horizon Europe?
The amount of the subsidy depends on the type of project. The subsidy consists of reimbursement of the costs incurred. In many cases this is a full reimbursement (100%) or reimbursement of part of the costs incurred.
Am I eligible for Horizon Europe?
If you meet the requirements set out below, there is a good chance that your company or enterprise will be eligible for the subsidy. For more detailed information about the eligibility and the scheme, you can contact us or consult the site of the RVO or the European Commission.
What are the terms and conditions of Horizon Europe?
An organization must first be registered in the portal before submitting the application. The terms and conditions of Horizon Europe are different from the Horizon 2020 terms and conditions. In addition, the conditions per project are published in the calls for proposals. This is a call for submitting a grant application. The call not only indicates the type of project, but also the assessment criteria and any additional formal requirements of an application. This includes, for example, an SME test to check the status of the company.
When is Horizon Europe’s deadline?
Each call has an opening and closing date. The subsidy application must be submitted within this period. Applications submitted after the closing date will not be processed.
Where can I apply for a Horizon Europe grant?
A Horizon Europe subsidy application can only be submitted digitally via the Horizon Europe participant portal after it meets all the conditions. Can I combine the Horizon Europe grant with other grants?
The Horizon Europe grant can be applied for in addition to other grants that are internationally oriented:
- DHI subsidy (Demonstration projects, Feasibility studies and Investment preparation projects)

- SIB Grant (Starters International Business)
